I was playing on this IP: 172.104.147.242:27015.
By chance, during a discussion with my friend,
I discovered that there is another IP address for the server, which is: 139.162.162.62:27015.
When I tried it, it was much better than the first one, and the problem that was happening to me was solved by 99%.
